Inverter is not functioning.
Generally: to be specific, the fuse on the front end is open. It is a small chip fuse of varying amperage - so no power is being input into the amplifying circuit to raise the voltage high enough to 'strike up' an arc in the CFC backlight tube. The small transformer on the inverter raises the voltage in excess of 300v (but very low current).
