Question about HP Pavilion F1523 15" LCD Monitor
The osd keeps popping up every 2-3 minutes
It is the malfunction of the monitor button or circuit pannel responsible for OSD. Get it repaired/replaced.

SOURCE: OSD Locked pop menu
You must reset the on screen display in the menu. Hold down the Menu button for at least 60 seconds. A menu list will appear on your monitor screen. Using the adjust button, press the arrows to enter the menu. Scroll down to the Reset section.
On the right side of your screen, you will see an alternating Yes/No choice. When the Yes message flashes, press the Ok button. The menu should be reset and the flashing OSD control message should disappear.
I hope it helps.
