Question about Canon EOS 40D Digital Camera
U need to verify the battery is indeed good, just because it is charged doesn't mean it is any good, this is the common cause of this problem, get a volt meter and measure the battery voltage, it should be approx 3.90 volts DC scale of meter, if u are unsure any radio shack will test it for you free of charge, also have the charger checked they do fail, if both battery and charger check ok the camera has failed, this would be in the micro circuit that boots the camera on, there are no parts that can be serviced on this camera by the consumer, u can't even get them apart with special minature tools, if the camera itself is the problem call Canon USA (I assume u are in USA) and ask is they offer an exchange program, most camera makers do, if not then you will need to inquire into the nearest factory authorized repair center.
