Check your AC or DC adapter perharps its bad, try to check with another AC/DC adapter.

Router should have lights on even if your PC is off. Check the power source that router is lugged into.

Try turning the modem off and on and also make sure the cables are secure while you're at it. If the lights are still off, the only thing you could do next is to call your internet service provider. Worst case scenario here is you might have a dead modem.
