I am unsure how to remove casing on a tower Packard bell model 9266/mt PB multi media model can anyone advise me please?

I'm not too familiar with this case type. But usually on the back of the tower look to see if there are any thumbscrews or regular screws. Unscrew them and feel if the case starts to move. It might be a side panel that slides off or even the whole casing.

Need to remove case to change DVD writer

Check the back of the PC case, There maybe a screw that needs to be removed in order to open the side panel. Another thing could be that there is some kind of sliding lock, that is holding the panel in place. Keep playing around in the back of the case, most likely you'll find it within a few minutes.

Remove he dvd drive from Packard Bell computer

Remove both left and right panals on the tower. Disconnect the IDE ribbon cable and power from back of the cd drive. There also may be a small wire that connects ether to the sound card or motherboard also. Remove all screws from the right and left side of the device. Push the drive out the front.

Packard bell ixtreme

Sure. The plastic front usually comes off and then you can install it from the front or slide out the power supply(with wireing stil attached) , if it is in the way to instal from the rear. When running , if a older computer,as you didn't state the model number, with ribbon cable, set one to master and the other to slave,if on the same cable.

I am giving you a step which you should try once and see if it makes any difference.

Method (Power cycle)

You need to unplug the power cord from the tower and also remove any other device connected to the computer (May be any additional cards or any wires as for Ethernet or speakers mouse, keyboard).

Nothing should be connected at all to the tower.

Now Press and hold the power button on the tower for 25 seconds (It wont show anything). This is a step to release any static charges developed, which may surely caused the kind of issue you are facing.

Now connect the Power, keyboard and mouse and check, it should certainly work now.

Hope this should help

Regards
Sammy
