Did you try to go into customer menu and select CC and turn it off there? if this does not help---whatever box your provider has if you are using one should have the same option---Closed captions can be included either in the TV sets own mode or from most cable or sat boxes---If the customer menu for the TV shows the CC1 highlighted--turn it to off or something other than CC1--if the problem is the box (I presume you are using a box) you need to go into its menu---your provider can tell you--and switch it off.

Change comming in february??

This really depends on your cable provider. Some like the one in my hometown of Abilene, Texas SuddenLink will take care of the transition for all its customers. Of course we are talking about every tv except the old fashion rotary knob ones. Call you cable provider. I know that yours is ready through cable connections. Over the air is questionable.

This problem could be the vertical circuit falure, the sweep circuit falure or the video circuit has a fault. Depending on the age of the set will determine on how much you would spend to have this set repaired. Call out an authorized Toshiba servicer, as they would be able to give you a better estimate as they already or should already have the service manual and parts. Good Luck
