You need to do a repair install to get it back, it may have been accidentally removed by someone. This is very easy as long as you have a Disk with your operating system on it.

Tips for a great answer:
Click "All Programs."
Click "System Tools."
Click "Disk Defragmenter." When the utility opens, click the icon for your attached network storage drive. Click the "Defragment" button to defragment that drive.
