Question about ViewSonic E70f 17" CRT Monitor
Normally the OSD lock will only be displayed for 5 seconds.
Regardless you should be able to get rid of it by pressing holding the up arrow key for 10 seconds.
If this fails to resolve the issue try this. Disconnect power cord. Now press and hold button 1. Plug the power cord back in. You may have to press the power button while still holding button 1. The OSD lock should clear after that.

if you want to unlock OSD LOCK in your wievsonic '17" CRT monitor pressing and hold monitor button "2" for 10 seconds. now your monitor unlocked (when unlocking keep your computer & monitor power on)

You are having a problem with the OSD lock on your ViewSonic Monitor. Is that correct?
If so, please follow these instructions to unlock or lock your monitor.
On some display devices, there is an OSD Lock that locks all current control settings and prevents access to the control menus until this mode is unlocked.
The method for unlocking the OSD is different for different monitors, but will be one of the 2 below. If the first method doesn't work, try the second.
Method 1: Press and hold both the  button on the front of the monitor and the down arrow button for 10 seconds.
Method 2: Press and hold both the  button on the front of the monitor and the up arrow button for 10 seconds.
Note: These same buttons, when pressed for another 10 seconds, will lock the OSD

Here is the tip to solve your problem. Hope this might be helpful to you.
OSD Lock—The OSD can be enabled or disabled by pressing and holding the Menu button on the front panel for 10 seconds. If the OSD is locked, the warning message “OSD Lock” displays for five seconds.
❏If the OSD is locked, press and hold the Menu button for 10 seconds to unlock the OSD.
❏If the OSD is unlocked, press and hold the Menu button for 10 seconds to lock the OSD.

I have a hanns g 22" widepanel , I had the same problem with lockout. I had my monitor disc and looked on it, or in a manual if you still have it. Here is the combination I had to press and it worked. I pressed the arrow buttons and the menu button all together a few times and it unlocked. Try that!
Function Key Lock:
Press the <「Volume -」, >「Volume +」and the 「Menu」buttons simultaneously to
enable the Function Key Lock. When the Function Key Lock is enabled, only the Power
button is active. Press the <「Volume -」, >「Volume +」and the 「Menu」buttons
simultaneously again to unlock the function keys.
