Question about Vacuums
The secret to getting at the hoover belt compartment, is to pop the top hood off first, then pop the black rug plate on the bottom of the machine. Then take the roller out. Stick the new belt on the motor shaft first then feed the roller through the belt, then stretch the roller back into its housing space. Snap the black rug plate on and snap the top hood back on and you are done.

You didn't say what the model number is, so, I will give you a link to a website that has instructions with pictures on how to change the belt. Once on this site, you will see two links for belt replacement. Click the one that is closest to your model.
I hope this helps.

SOURCE: hoover belt replacement
Turn vac. over, remove the buttom plate over the brush roll, then at the bottom edge of the top cover, using a flat blade screwdriver, insert into the slots and pry up to unlock the tabs, then the top cover will come off. Put the belt on the brush roll and feed the belt thru the opening and put stretch it over the motor shaft. Put the top cover back on and push to lock the tabs.

Need help installing belt on Hoover self propelled upright vacuum
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.
