vista is very slow.
the 250 does not have very high speeds either.
try connecting through a new port (usb?).
you can boot without the drive connected, and then connect it.

Its the motherboard problem. Just DISABLE in BIOS option in USB tab: SUPPORT USB LEGACCY - or similar to this. This helps on 90percent of motherboards.
