Question about Jacuzzi Bath Maxima EL61 959 White elongated two-piece high-performance toi
Sounds like you need a new gasket. Turn off the water, empty the tank, remove the bolts from the underside of tank, lift tank off, replace gasket,or check to see if the gasket has been installed correctly. Does the gasket look like it was compressed straight? If not then you can attempt to re-seat with the same gasket, but if it still fails to seal you'll have to buy a new gasket.

Yes, it seems the folks who wrote the instructions have never actually done any plumbing.
first place a rubber washer on the bolt, then put it through the hole in the tank. Then place another rubber washer on the bolt, followed by a metal washer and a nut. Tighten the nut, not the bolt.
Using a screwdriver hold the bolt in place, and tighten the nut until snug and the rubber washers are compressed slightly.
Follow this step with all the "tank to bowl" bolts.
Now the bolts are tight to the tank and will not leak water.
Then place the large rubber gasket over the flush valve hole on the bottom of the tank. and set the tank on the bowl with the bolts through the bowls holes.
Place a metal washer on the bolt, and then a nut.
Tighten each nut equally until the tank has no wobble.

The toilet you just installed is a 1.6 gallon flush water saver and will not have the same amount of water in it that your old 3.5 gallon toilet had. The water level may not be able to be raised as this is the nature of the beast.
If you can raise the level it will only be a little and will be done in the tank area by increasing the water level in the tank. If the water level in the tank is at the mark provided it a done deal.
The amount of water refilled into the bowl is done by the tube that runs from the fill valve into the overflow tube of the flush valve so if you put more water into the tank more water will be put into the bowl but the bowl will only hold as much water as the trap weir will let it hold (what the factory has sit it at and is not changeable
