Remove the starter cover. does it rotate freely?
Yes - Investigate why engine is seized.
No - Locate appropraite IPL (exploded parts list), opeb approate drawing, remove and replace defective parts. HTH

sounds like something may have jammed the engine! it may be worth taking the pull cord of and then trying to turn engine with a pair of plyers

When you say it doesn't 'turn' when you pull the pull chord, do you mean the engine wont pull over or is hard to pull over.?? Possibly partially seized. Remove the exhaust and check the piston isn't scored..

Frozen pull cord

Hi Rudy - as long as your engine is locked up here's something to try - remove the bolts and see if you can pull the pull start off. If so, try to turn the piece the pull start activates with your hand or a pry-bar carefully - just to see if it the engine is frozen. If not frozen - if you take that pull-start, spray all over the inside anywhere you can - either a strong brake cleaner or some standard Penetrating oil - if you can't get it spinning you may have to disassemble, clean the pieces/sand, etc. and oil/grease those parts and reassemble. If you don't have q diagram of your pull start - just comment below and I'll see if I can find one - but if you go to a site that sells Dewalt pw parts - enter in your make/model and pullstart - and you should be given a parts breakdown with prices for every component of that pull start - which usually will also show you how it comes apart without the need for a manual. Brand new snowblower. Engine will not start

Stuck? you mean if you try to use the pull starter the engine will not let you pull the cord out?
Will it not start OR is the engine frozen. help us with your description
Take the Spark Plug out and see if that helps it turn over. Maybe the float in the Carburetor is stuck open and the cylinder filled with gas Causing Hydrolock.

We have a toro model 20031. The battery doesn't work and my husband disconnected all battery connections. Should the engine still start with the pull cord?

leave all the battery connections connected, then prime the carb, and pull to start, i have a quad with an electric start and a pull start, it will not start with the pull cord if the battery is not connected.

if it died while in use and you can't pull the starter cord the engine might have locked up was the oil/fuel mixed properly?remove the cover and see if the flywheel can turn

You have to understand its a cord spulled around a recoil spring. The coed likely didn't rewind correctly one time. However the entire unit unbolts with three screws.Remove the unit from the engine and check the cord and realine the core raping path as well as check the return recoil spring function. If you can not realign you can replace the unit as a part. After the first pull the engine has pressure to and that makes it harder to pull to.But try re alinging the assembly i have to do it to mine and its a 1964 and it still works

Seized engine

Take the spark plug out and fill the cylinder with oil. Place a piece of electrical tape over the spark plug wire opening. Let it set for an hour or so, leave the plug out and try to pull the cord to see if the piston will move freely. If it does, remove the electrical tape, install the plug, connect the plug wire, fill with the correct mixture of fuel, and attempt to start. Note: cover the spark plug hole with a cloth or shop rag to catch any excess oil that will be expelled when you pull the cord through. If it is still frozen.... may be time for a new one.

Did you check the oil before you ran it. They usually come dry and you have to but oil in before running. Sounds like motor might be blown.
