Question about RCA HD56W58 56" TV
This is a common problem in most HDTV's is the RCA FL231 Convergence Fuse,RCA Part No. 259213 has to be replaced.
Direct replacement FL231 convergence fuse (RCA part# 259213 - 400mA, 125V) Thompson ITC222 chassis.
This is the part that commonly fails in the ITC222 chassis that causes the convergence to be too far out of spec.................sodeep

It sounds like an HT ( high tension) Capacitors leak
This is often caused by the lead becoming partly unplugged ( being bumped or moved) and because of dust buildup it arcs making a high pitched hissing whistle.
The lamp may also have been affected by the HT leak.
Just open the TV and look the power supply board for any leaked or bumped HT capacitors, if found try replacing them.
After replacing inspect the lamp. try changing if necessary
