Fish, it is if you know how to solder and un-solder electronic components, if you have the knowledge we can look up the parts for you, if you don`t then call a tech because if you lift traces or bridge two pins together it will be instant smoke when you power it up and then it`s just going to cost you more money to have a tech come in, hope this answers your question, if you need part number e-mail me back, BMW Rider

I have repaired many of these; if a high pitched buzz when you plug the set in---flyback and horz. output transistor are bad--transistor has a generic number on it--Flyback is location number LL05, part number should be 257805---you will find RCA no longer has this part--most now are replaced with an asti #2078----CHECK the RCA number on Ebay---company I get them from is Suburban Electronics---Flyback and transistor are less then 30 dollars for both.
You will have to take this in for service. The possibilities for your symptom are numerous - it could be flyback if the audio voltage is derived from the wall ac; it could be CRT; it could be video blanking (to protect the TV).
A technician need to check voltages to provide a suggested repair.
It is possible to repair it yourself. Let me caution you though. There are a number of generic manufacturers that sell replacement flyback transformers at less $$ than the original. The shop is most likety using the factory original which runs in the $75 range. Figuring on a typical labor rate of $125 for a 32" set gets you to the $200 figure. Realize also, that the $200 will include any other supportive parts that may be required in all probability as well as at least a 90 day guarantee.
Heres the fix for your set, replace the following 2 parts:
1) flyback transformer RCA part number 257805
2) horizontal output transistor RCA part number 237470
you must be proficient at soldering & un-soldering or you can`t replace these yourself, be advised that the anode lead coming from the top of the flyback transformer can carry a VERY NASTY shock if not discharged properly before trying to remove it from the picture tube, I`d strongly advise you to call a tech unless your familiar with this type of repair, BMW Rider
This is a very common problem with RCA tV sets. But unfortanatly, RCA is no longer made in this country or even owned by RCA anymore. They are a Canadian company called Thompson Corp and could not give two hoots about any problems with TV sets sold here in america. I say this from experience and try to contact them and file a complaint. ther customer service is rude and basicly calls us idiots! Alot of class action suits are pending or have been dropped as for the amount of sets they company have sold,They have attorneys working for them and delaying the cases. It is really the fault of the US Judges that are total morons about these things and try to go by un written laws. They dont have a clue as most of the US goverment does not. Your problem is not a power supply problem, But a high voltage transformer and a horizontal output transistor, and the reason why the estimate was so high, is because the tranformer is no longer available. Thats why the estimate is so high. Because who in there right mind would spend so much on a set as this. You can buy a 32" RCA(BUT I WOULD NOT BUY TRASH)At Wally World for less the $250.00 bucks! I no longer accept RCA TVs in for repair as replacement parts are so much money and im not proud to say I work on RCA TV sets. Total garbage sets!!
