What is the adjustment on a 13.5 briggs

I have a lawn tractor with a 3.5 briggs and stratton, I would like to know what the carburator adjustment is. There is one adjustring screw operable with a screwdriver and one with a piece of plastic on it that only allows it to turn about a quarter of a turn. How can I adjust this carburator? Thanks!

Riding mower briggs and stratton idles like you are putting foot on gas pedal and releasing over and over any ideas

sounds like carburator. probably to lean. Try varying degrees of choke and see if it will clean up.If so you are running to lean and might just need to adjust jet screw outward. If it gets worse with choke your to lean and adjust screw inward.
