Question about RIM BlackBerry Storm 9530 Smartphone
As you have already Tried Soft Reset. Go for Hard Rest. If that would not solve the problem, then it seems that the problem is likely hardware related. The next thing I would check is that the ribbon cable coming from the digitizer(touch screen) is actually still connected. To do this you'll have to open up the case. If it is and unplugging it and re-plugging it in doesn't resolve the problem, then I would say that the touch screen is bad or the controller is bad. If the touch screen is bad you can buy one new for around 50 - 100 dollars US.
Do a google search for " Blackberry storm 9530 touch screen " and the first few options would tell you the cost to replace it.
Keep in mind that if the controller is bad and not the touch screen, then this is a whole different story and you'll have to research the correct replacement part for your device. As far as I know, there is no easy way to determine which component is bad unless there is obvious physical damage.
Hope i helped you.
Thanks for using ' Fixya ' and have a nice day!!
