Try starting it without the battery in place. Sometimes a bad battery draws so much current it won't start up the machine. Check out put voltage at adapter, just because the adapter has a light lit on it does not mean there is output at the connector.
If it looks like its starting but you have no screen, try attaching an external monitor, maybe your inverter is shot and you have no back light to illuminate the LCD screen

My Dell laptop d600 suddenly shut off and will not power back up....led light on adapter blinks when plugged in...I have tried re-inserting RAM modules but this or nothing else seems to work.. thank you...

Unplug your battery and then plug in AC adaptor and see if laptop powers on. I assume you power button doesnt turn on at all? If so, your motherboard seems to have a power issue. Unfortunately, you have to replace motherboard. If laptop. powers on withour battery then you then battery needs replacement.

Verify that the light on the power block is green with the cable only connected to the wall. If the light goes out when it's connected to the PC the your motherboard is bad.

Dell latitude d600 doesn't turn on

The test Dell advises to narrow down this issue is to remove the battery, hard drive, ram, and optical drive.  Next plug in the a/c power cord and you should get some LED's coming on. If not it points to the motherboard.
