Try starting it in playback mode, see if same thing happens.
Hope you are using new Alkaline batteries, some cheap batteries will not power the camera properly.
This type of fault is usually caused by a lens problem.
Over 95 percent of lens problems are from Knock damaged or sand/grit in mechanism. if it has had damage to the lens or sounds "crunchy" when lens moving, then It will need to be serviced by an experienced technician.
Phone Panasonic customer care and find out where the closest Authorized service center is.
