Hello , if there has been any 3rd party memory installed remove it and attempt a PRAM reset again , as well you may try a PMU reset as it appears your issue is power related.

When I turn on the mac iBook G4 it says you need to restart the computer, and when I did it just gives me a black screen and it chimes but nothing else.

Try SMC and PRAM reset. To do this you need to google the model number and the reset instructions. If that does not work you need to reinstall the OSX

I have a apple's ibook f4 laptop,and how can i open its cmos settings

Sorry, but Mac laptops and desktops do not have "CMOS" or "BIOS" settings to mess with.
They do have something called the PRAM that can be reset on reboot, but this depends on the type of problem or issue you're trying to address in "CMOS".

you could try resetting your pram..?

Resetting PRAM and NVRAM
  1. Shut down the computer.
  2. Locate the following keys on the keyboard: Command, Option, P, and R. You will need to hold these keys down simultaneously in step 4.
  3. Turn on the computer.
  4. Press and hold the Command-Option-P-R keys. You must press this key combination before the gray screen appears.
  5. Hold the keys down until the computer restarts and you hear the startup sound for the second time.
  6. Release the keys.
Your computer's PRAM and the NVRAM are reset to the default values. The clock settings may be reset to a default date on some models.
Resetting PMU on PowerBook or iBook computers In some troubleshooting situations, if resetting PRAM does not resolve an issue, resetting the PMU may be the next appropriate step. For information on when this is appropriate and for instructions on how to reset the PMU in your PowerBook computer, see Resetting PowerBook and iBook Power Management Unit (PMU).

My iBook G4 continues to run slowly and/or freeze

Try resetting the PRAM by turning on the iBook then holding option + command + P + R and wait till u hear another chime. If it still freezes, it may indicate an application may be causing it to lock up hold shift after you hear the chime to boot OS X into safe boot.

Blank screen upon powering up

First try resetting the PRAM - Hold Command + Option + P + R until u hear a chime.

If that doesn't work, apply firm pressure about 1 inch below the option + command and start the iBook, it takes the iBook to turn on the screen approx. 30 seconds.
