Is it possible to change the video card in a dell optiplex gx270 without changing the mobo?

No - you have to install a secondary video card and the BIOS will auto detect and switch to it

you need to go to the dell website and download and install the correct video driver for the GX270

The generic Video driver will only 640x480 16 colours

Sorry, intel didn't write a driver for the older Intel Integrated Video. You'll need an AGP card
