Try to Restore Microsoft Excel to Its DefaultSpreadsheet , Open Microsoft Excel. Navigate to the Help menu and open the "Detect and Repair" function. The Detect and Repair dialog will appear. If you want to restore your shortcuts at this time, check the appropriate icon Click "Start." Wait for a short period while Office deletes all of the settings on all of the programs in the suite and restores it to its original installed state. This will apply the settings to Word, PowerPoint and Excel, and any other Office programs you have installed
Powerpoint is not in the 'basic' version of Microsoft Office 2003. All other versions should include Powerpoint.
If you really need it now and you can't solve it, you may download OpenOffice at openoffice.org . This contains the program 'Impress', with which you can make Powerpoint presentations. OpenOffice is free, because it's Open Source software.

Ensure your system is up to date by installing all High-Priority/Required updates on Microsoft Update(required for Microsoft Office XP and 2003 users).
After installing all High-Priority/Required updates with Microsoft Update, download the Compatibility Pack by clicking the Download button above and saving the file to your hard disk.
Double-click the FileFormatConverters.exe program file on your hard disk to start the setup program.
Follow the instructions on the screen to complete the installation.
To remove this download:
On the Windows Start menu, click Control Panel.
Select Add/Remove Programs.
In the list of currently installed programs, select Compatibility Pack for the 2007 Office system and then click Remove or Add/Remove. If a dialog box appears, follow the instructions to remove the program.
Click Yes or OK to confirm that you want to remove the program.

assuming you have Excel sw on your PC. Assuming you are running XP. Assuming you can start your Excel and Open any excel file using File/Open within excel.
You must associate Excel file with Excel program in your Windows Explorer. Fastest way is Browse to any excel file with your Windows explorer (NOT IE) Right click and select Open with... Browse to find your Excel MSOffice program Select Use always to use this program OK
Is it MS Office 2003 ?
Can you open Excel by clicking on it's icon?
If so, go to Control Panel>Add/Remove programs> scroll down to Microsoft Office 2003. Click on change. A box will open up and you and choose "repair and fix". Let it run . it should fix it.

MS Office repair: Go to the "Add and Remove Programs" in your Control panel. Do a "Change" and do the 'repair program' utility. That should fix it, good as new. Be sure to have your INSTALL disk handy (for all Microsoft products).
