Can't stop Spy Sweeper

Tried to reload it but it says the version running needs to be shut down. Can' do it. I have tried to right clic system icon, exit is not an option, tried ending the process, then tried uninstalling using add/Remove programs, tried uninstalling with CCleaner, tried updating and allways get the same response. Program is running, stop program first.
