Hi, CPU fans in desktop computers do run continuously. If you have noticed that the fan is load this could be an indication that there is a build up of dust on the fan blades and on the heatsink itself.
To clean it turn off the computer and remove the power cord. Remove the side panel or cover and clean the blades and heatsink with a clean, dry paintbrush. Use a vacuum nozzle to **** out the dust making sure you don't touch and of the components with the nozzle end.
Usually, there are two fans on a desktop PC. Some computer have three.
One cools down the power supply and it may be quite noisy after a while because the dust in the fan. The second one is to cool down the processor and usually it doesn't stops, it only changes its speed according the heat.
If there is a third one, it will stop when the temperature is cool enough for the system.
Only on notebooks the processor fan stops completely after a while to save some energy.

I work with hand drawn illustrations that I scan as bitmaps and would like to change theminto vector based illustrations to colour them in using either illustrator or photoshop. Open paths are a problem while colouring in the illustrations so how would I close open paths on these vectors?
