The short answer is I guess you cannot unless you have an engineering degree. Fine watchmaking tools and the necessary spare parts because some component will have been destroyed.
Sending it away I would also guess is a no no on cost alone.
Time for a new camera then.
By the By HP are now discontinuing camera manufacture
So look out for bargains

Sony DSC-S90 camera will turn on in photo viewing mode, but in picture taking mode camera lens stays out until you turn camera on then it closes and extends out again then the camera turns off.

There are a number of ways with which a lens malfunction can be caused. Particulates might have managed to get into the mechanical bits that allow the lens to retract, a purely physical interference with the lens mechanism. If the camera was dropped, especially while the lens was extended, there's a pretty good chance something might have been knocked loose, such as the guide pins upon which the lens withdraws and retracts.

How to Repair a Lens Error: As scary as a lens error might seem, there are some easy fixes. Before trying any of them out, however, first take a good long look at your camera warranty and maybe have a chat with the company. If the lens error will be covered under the terms of the warranty, go for it. Even some of the simple fixes mentioned below might void the camera warranty. Frankly, however, it's unlikely that a lens error will qualify for the warranty.

Try just some basic things first-just to make sure it's actually the lens that's broken. Replace the batteries with fresh ones. Failing that, replace the memory card.

My DSC f828 sony camera's lens is loose. Sony says it is not worth repairing. Surely there must be a way to fix this ? thanks

I'm not sure what you mean by "loose". Does it still take good pictures? If not, then Sony is correct...the camera was introduced in 2003 and the cost of repair would far exceed the camera's worth.

Kodak camera dropped lens cockeyed stuck open

Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...

Here's some things that you can do to try to correct it. They only seem to work for less than 50% of the lens errors, but if the camera is out of warranty, they're worth a try:

Pictures appear with vertical or horizontal lines, very white

In my opinion, it is just matter of 2 ribbon wires that are not plugged properly at lens section, coming from main board (LCD section) because to fix / tight a loosed Hinge screws, above said 2 ribbon wires (flexible boards) need to be remove on lens side.

MHG07A wide lens, cd300, best settings?

I don't have that camera, but try Macro mode instead of Conversions Lens in setup. If the camera focuses (at Wide setting), then you should be able to get down into the wider apertures.
