There is a solenoid that operates the door that could have stopped working. Can you hear it?
The hinge on the door could be broken or the bracket it goes in could be broken. You'll have to look to see what's wrong.

Remove the dispenser cover by gently prying starting at the bottom going round and round a little at a time to prevent from breaking it. When it's off the screws will be exposed to access the other components

SOURCE: how to repair the ice dispenser door on a whirlpool refrigerator

If you will look on the bottom of the dispenser cover you will see 2 notches on the left and right side. carefully pry the cover off using a flat tip screw driver. then you will see a white switch plate that is either held on with latches or 2 srews depending on model. once this is removed you will gain access to the dispenser door. 
once you gain access I think you will find the hinges for the dispenser door are broken off. if so you will need a dispenser door repair kit form whirlpool part # 8201756 this kit includes new door and hinge repair kit. this is something you can do yourself if you are pateint and pay lose attention to detail. otherwise I would recomend a god servie company. thanks for using FixYa Peyton

clean it again and make sure when you use it that all the ice falls out if not and its open a little it will cause it to freeze open

SOURCE: ice dispenser door flap will not close.

Remove the top freezer hinge hover on top of the freezer door . Unplug the receptical there ( this will remove power to the door only ) .
Using a small screwdriver at the "crease" on the bottom of the dispensor control board inside the dispensor , twist slightly to disengage the 2 clips ( 1 on each side ) holding the dispensor board . Unplug the 3 connectors from the board . 4 screws ( 1 on each corner ) hold the dispensor housing shield . Remove these 4 small screws . After removing , at the top right , you will see a solenoid and plunger . These are probably rusted , holding the flap open . The part number for the solenoid and plunger is WR62X10055 . 3 screws hold this part on . When reinstalling the dispensor housing , It slides back on 2 "grooves" so make sure it is back in place , or the board will not snap back on properly at the bottom .

sorry , but to properly fix the problem you need to disassemble the door frame from the inside panel, if you are capable you may do but better to have trained technician to do it

GE Refridge GSH25JFXBB Ice but no water


This is solution to frozen water 'plug' preventing water dispense but ice maker still making ice. I first tried a suggested fix from this site to just leave dispenser light on overnight. I added some aluminum foil sealed over the module with a little tape to hold in heat. By morning still no water dispensed BUT I escalated the suggested fix by 1.) placing a large mug of boiling water in the compartment behind the aluminum foil 'cover' heat seal and 2.) added a small bean bag heating/cooling pad [heated in microwave] to the ice chute in the door from the freezer side. After one change out of the two 'heat sources' (about 30 min)...viola! Water dispensing again; proving it was an ice plug in the water dispenser. NOTE: When first adding the heating bag to the ice chute in the door, I found that a good bit of frost had formed at the top of the ice chute, so it appears this problem arose when someone (maybe even me) didn't close the freezer door completely due to overcrowding in that section of the freezer pushing against the freezer section door.

My ice maker is making snow in the dispenser area---What can I do to resolve this?


Hi,
I would look at the dispenser door to be the issue not the ice maker. This door if not closed will allow warm air to enter the freezer and create frost.
You would look into the dispenser door and clear the ice out, use a flashlight, open and close the dispenser door, if you see light after this. replace the dispenser door and or bar, spring, or other related part to the dispenser.

The outside door water does not work


Can I assume the ice and water are activated by two different switches? The ice switch activates the motor that dispenses ice. The water switch activates a solenoid that opens to dispense water. If you can, find the solenoid and make sure it's not stuck closed (tapping it with a screwdriver handles usually help persuade it a bit). I would tap the solenoid while pushing the water button. Listen for the solenoid to activate. If you can't activate the solenoid, find the switch and depress it with a small screwdriver. Usually, these switches are just simple little microswitches that need a little cleaning and coaxing

Ice dispenser door not closing fully and ice is forming in the opening. How do I remove the panel to replace the dispenser door mechanism?


The hood,Canopy has to be snapped apart at the bottom, then slid upwards to disengage the retainer tongues at the top, of which there are three. Then I was able to see that the connecting rod on the damper which causes the ice dispenser door to close slowly, was bent and about to break and interfering with the dispenser door flap not to close fully.

Ice and water dispenser stopped working


Welcome to the computer world. When depressed, the paddle actuates a switch attached to the bracket above. The switch sends a low voltage signal to a small circuit board mouted right behind the display. A computer chip on that small board communicates with another chip on the main control board mounted in the rear wall. Your situation could be a bad actuator switch, a broken paddle tab, possibly a bad door switch (the fresh food doors must be closed to dispense), or a bad electronic control.

Ice on door not dispensing


you can look closely under the front facade of the dispensor itelf, youll seee 2 small slits approx 2 inches in from each side, insert a flat blade screw driver into the slot and it should "pop" off then lift it off. when putting back on hook the top and push down as close as possible, sometimes I have to hit them with the palm of hand in order to get to "snap" back into place.pushing down on the top of the facade will also ease in the removal

Ice dispenser in door clogged up or frozen


I see this a lot with people who mainly used crushed ice.  It will leave small pieces of ice behind and add up to a clogged situation.  If you mainly used crushed ice you will need to run full cubes thru every so often to keep the chute clear.  Another cause of this would be the flapper door on the dispenser doesn't close completely and warm air gets in and melts the ice in the bin so it clumps together and won't dispense.  In this case you may need to replace the solenoid that shuts the door and/or the door.  Let me know what you find.

Flapper door diagram is here, you can see how the spring, etc. work to hold the door closed. http://www.partselect.com/Schematics/GE/00113173i04.gif As for the crushed ice, (item 384) on the next diagram shows the little lever that lifts the side rod on the bin (item 329) to decide if cubes or crushed comes out. The solenoid (item 383) can get frozen up and not move. Take a look where screw (item 371) is, that little square window is where the device that lifts the rod is. Take a hair dryer and heat that area REAL good to melt the frozen solenoid mechanism. Test it every now and then by holding the door light switch off and pressing the cubed selection & lever. You should hear a very loud "clank" as the solenoid pull in to lift the rod on the bin.
