Get your SWR checked which is your antenna. If thats ok could be as simple as a bad soilder joint. Really had to say without looking at it or your vechicle.

Poor reception

There are many causes for poor reception on a cb radio one cause may be poor or poorly assembled antenna, a good antenna should be of highest gain and put up as high as possible ,An omnidirectional antenna or Ground plane will hear moderately well
in all directions but a directional antenna or Yagi will hear great only in the direction it is turned you will certainly have to decide what you or your homeowners association will allow.
Also and finally The sun is a major factor in communications Propagation sometimes no mater what your setup the reception is terrible.

I have an almost new Midland 75-822 that the WX works fine on, but the CB doesn't seem to receive, or transmit. It operates normally, but no reception, and no evidence of transmissions.

you'll need a schematic and some knowledge. there a two diodes that control the rx and two that control the dx.Check them to make sure they are producing the correct power out put if they are not you should replace all 4

Very poor FM receptio, and virtually no AM reception

The cascadia has an integrated AM-FM-WX, XM?, and CB antenna system, that is also prone to poor grounding. The best solution is to install aftermarket antenna systems for all of the equipment... I am driving a 2013 Cascadia with quite poor FM, and non existant AM, and WX reception. The XM works. I am afraid to hook up my CB to this, as it is pushing too much power, and is a sideband unit. I would like to hang the engineer by his/her toenails from the nearest tree for comming up with this garbage...

I bought an older midland 2 way radio used for logging in Prince George British Columbia..hooked it up in my truck but there is no reception over the speaker...any suggestions

heck your antenna for problems. Wire could be broken, shorted or other problems. If the antenna is shorted this may be normal in some cases as some antennas are designed to be DC shorted.
