CAN I INSTALL XEON 5540 WITH LGA1366 MOTHERBOAR

NOT ON JUST ANY MOTHERBOARD, that's a quad core, the mother board has to have quad core clocking. You need a server board. All the desktop boards are only dual core clocking.

Dell Poweredge SC440 CPU upgrades

You may be able to get one of the Core 2 Quads to work as they are physically compatible with the motherboard in your server. Firmware support is another thing. All of the processor families officially listed as supported are dual-core at most. This may cause a problem, but may also work just fine. Suggest updating to latest avaialble BIOS/Firmware for the mainboard to improve possibiilty. The jump between the processors you have listed and the next generation includes a physical socket change which physically eliminates any compatibility for you. Depending on intended use the Xeon 3060 may be the most stable and highest performance option, especially if you're using the machine primarily as a server and not a workstation. All of the listed processors are probably only available used at this point, at least for a reasonable price. Regardless, I wouldn't use this on an actual production machine as you're probably getting close to MTBF on many components of that server as it's nearing the 8+ year mark since introduction.

You can only mix the same family processors with different stepping and speed. Pentium D is not in the same family as a Xeon. So no, you can not. For as long as the processors are in the same family, you can mix dual core with quad core and even different speed.

Need a prossesor for motherboard

You can also use any other intel 775 socket processor as well. The dual cores are at the top of the list for performance that are compatible with that board, but if you're looking for a cheaper solution, I have that board with a 3GHz pentium 4 and it runs great. Here's a list of all the processors you can use.
Intel Pentium 4 (2.66 - 3.80 GHz)
Intel Celeron D (2.53 - 3.60 GHz )
Intel Pentium 4 Extreme Edition
(3.20 - 3.73 GHz)
Intel Pentium D (2.66 - 3.60 GHz)
Intel Pentium Extreme Edition
(3.20 - 3.73 GHz)
Pentium Dual-Core (1.40 - 2.80 GHz)
Intel Core 2 Duo (1.60 - 3.33 GHz)
Intel Core 2 Extreme (2.66 - 3.20 GHz)
Intel Core 2 Quad (2.33 - 3.00 GHz)
Intel Xeon (1.86-3.40 GHz)
Intel 'Core' Celeron (1.60 - 2.40 GHz)
