What else does the power switch do on the e210882 mother board? I ask this question as the PC does not power up on switch on, The PSU is a known good one and shorting the power switch pins on the MB has no effect and the switch itself is known to be good anyway. However shorting pin 14 to ground on the 20way connector does fire up the psu and all the supplies, all of which are present. Tests show an o/c between 20pin connector pin 14 and the switch pin,(Ground is good). A circuit diagram at this point would be good but can I find one? no way. Needless to say that shorting pin 14 to ground fires up the PSU but not the PC ergo something else is going on between the pc switch and the 20 pin connector! any ideas?

First check the power source, are all connections good and switches on.
Assuming so, are there any led's lit anywhere on the tower when you turn it on or any fans turning other than the PSU fan.
If there are no fans, including the PSU, then the PSU has failed, if there are fans and led's lit then turn it off, remove power source, remove the cover and check whether the PSU is properly connected to the mother board properly (Large multi-pin plug) if it is connected properly,
Did you plug in both the main psu plug, 20 or 20+4 plug and the 4 or 8 pin plug? The main is usually near the front of the motherboard and the 4 or 8 is near the cpu socket. Both must be connected in order to supply power to the board. Hope this helps.
Remove mother board and re- plug the SMPS power Connecter to Mother board outside of cabit and make sure that motherboard is not touching directly to Metal part of cabinnet.
type DEL key at startup go in the Bios settings look if poweron is disabled and all related (dont change any if not known to u) otherwise tell me more about your inspiron : is it a new install os(any?)which kind?
