You can actually delete the unnecessary SMS from your phone to make sure that the phone memory is not really full, outbox, sent items, drafts and inbox. You can also check if the message center number that you are using is the correct SMS center number assigned for your service provider, you might need replacing it with another message center numbers. i'm not exactly sure what's going on. i'm guessing its something to do with available memory (the system might kill off background processes when memory is low which could be happening to the system sms app). no idea why razr maxx would have this issue though as it's a new device
The sms you are referring to, i believe, is the sms which is being sent to your service provider. If it is so, the sms won't get sent every time you switch on the mobile, but it only happens when you have taken out your sim from the phone and insert it back again.
If it is so, then there is nothing to worry. The sms will not do any harm to you or your device. Instead it is a message to the service provider so that you can access their settings and configurations.

Try the following steps. I fixed the same problem on my E71 with these.
1. move the sms which can not be sent into the draft box.
2. switch the phone to offline mode.
3. enter draft box, and send the sms
4. after the notification of "saving into sending box..", power off the phone.
5. turn on the phone again, select "no" for the question, then, wait several second, u can see the sms is sent.

Just hard resset your NOKIA phone by pressing in same time this four buttons: 1) * (star) button 2) 3 button 3) green tab (call acceptance ) button 4) power on - button
NOTE Press all this in same time and wait until phone load.
Seem like you V9 is configured to send unicode SMS, try the following, try to send and SMS just with the letter A to yourself and to a friend, if received, then try to send a special character like the ú. This usually happen in Latinamerica Carriers when the handset is from China or Euro.
