The light switch must be replaced the contacts inside have broken and are stuck in the on position, I don't believe there is a relay for the parking lights if there was I would say replace the relay, if you can't afford the light switch repair you can remove the fuse for the parking lights and run two wires from either side of the fuse slots and hook up a toggle switch just be sure to get a fuse wired up in line with the incoming hot wire to toggle switch, this suggestion effectively bypasses the light switch mount the toggle somewhere either under dash or near center console by drilling hole to accomidate toggle.

YOUR LIGHT SWITCH HAS GONE BAD. WHEN YOU TURN OR PULL THE SWITCH THE FIRST CLICK IS THE PARKING AND TAIL LIGHTS. GO TO YOUR LOCAL JUNK YARD AND GET A OEM REPLACEMENT OFF ANOTHER 1994 BUICK LESABRE. I SEE THEM ALL OF THE TIME HERE IN SOUTHERN CALIFORNIA JUNKYARDS. ANOTHER OPTION IS TO BUY A USED ONE ON EBAY FOR $25 (OR BEST OFFER) CLICK ON THE LINK:
