Check to see if you fan in your PSU is spinning around this is a good quick check the power supply might be fried on either the 12V or 5V sides you can get a PSU checker cheap on the internet from japan for about £3 dont get one from Maplins theres are about £20.
Next does your HDD led on the front of the PC start to flash if not there is not power there either.
If the answers to both these checks are NO you will need an new power supply, costs range from £30 upto £60 for high power units however a 300W unit should suffice for most PC's however it does depend upon how many perhiperals or drives you have attached as all take some power fron the unit.

My ASUS Terminator P4 came with a 256 MB DDR DIMM installed (unbuffered non-ECC PC2100/1600). I recently add a similar module (different brand of course). Since then, most of the times, on Win XP start up, a blue screen appears but only but such a short time that's impossible to read what's on it and then the system is restarted and form there on everything works pretty well. Should I adjust something in the BIOS (SDRAM Configuration or something)? Thanks Julio
