I CHANGED POWER CAPACITORS .. WHEN I TURN IT ON .. SCREEN IS COMPELETLY WHITE ,, WHAT CAN I DO .. PLZ HELP ME

1. Unplug your TV's power cord from all of the power outlets.
2. Hold the power button on the side of the TV down for about 3 to 5 seconds.
3. Then plug the TV's power cord back in the power outlet again and turn your the TV.

But the problem is "Horizontal Output Line" Try that.

Check and replace its T'Con board.

Power drain would be a better solution in this case.
1.first shut down the comp
2.unplug the charger
3. remove the battery
and after press and hold the power button for 60 seconds without any charger and the battery.After the 60 seconds replug the battery and the charger and turn the computer

The white screen and nothing else usually indicates a failure of the filter capacitors in the power supply board. When these capacitors go out the voltages are not correct so the TV can not power up right. You can rebuild the power board by replacing the bad capacitors and this should bring the TV back to life. I have seen this flashing before, this could be an indication that the picture tube is weak, what happens is that if the white balance is off there is a circuit called akb it monitors the kathode of each gun and if they are not in balance it will attempt to balance it out. if it can't the picture will begin to flash, sometimes in some models the power light will blink 5 times. On some models the power light will only flash if the tv gives up trying to compinsate for white balance and shuts off compeletely. If you see the tv shutting off with 5 blinks then you know for sure it is time for a new set.

Are you still using the same computer that was set to 200Hz? If so, start Windoze in safe mode and reset the display properties to 1024 x 768 60Hz. Reboot the computer and everything should be OK.

Does this model use an external ac adapter or an internal power supply? Twice I have seen a white screen caused by bad capacitors in the power supply. They may look good, but you should replace them anyway. Look in the 2ndary circuit of the power supply, you should see some capacitors that are (for example) 220uF 16 to 25V, 470uF 16 to 25V, 1000 uF 16 to 25V (all those capacitors could be 16V or 25V). Replace them and try the monitor again.
If it uses an ac adapter, try a different 12V adapter. Make sure it has the same or higher amperage rating. If you can't find one, you will have to measure the power going onto the board inside the unit while the adapter is plugged in and the monitor turned on. If it is less than 12V you need a new adapter.
If none of this helps, the panel or main board may be damaged. In most cases these two parts cannot be repaired.

I fixed it!

The Westinghouse LCM 22w2 has bad capacitors on the yellow power supply board. This is a common problem plaguing motherboards and LCD flatpanels that use capacitors from Taiwan. If you know how to solder, or know somebody that can, it's actually a pretty easy fix. Take out the yellow circuit board on the inside, write down the specifications for each of the capacitors (the cylindrical things) go to the electronics supply store and get the replacement capacitors. You can go over the voltage specification (not under), but keep the capacitance value matching. Replace one at a time. Go to www.badcaps.net for advice, tutorials and training on doing this. *You really should replace all the capacitors*, but the very large one next to the power plug I did leave on the board because I couldn't find a match. To my delight, the white screen of death went away and it was working as new!

I saved a ton of money fixing this, it's definitely worth learning how to solder to do this.

problems with some capacitors on the pwd power board, and that it would be good to change them if they were swollen
