if the hazard fails you never said????
if rigth front is dim or dead the bulb is blown or shorted
if new bulb there , then the wires are shorted.

the only help on line worth squat is how to test and use your meter.
you can, check for voltage
you can check continuity on that line (its just 1 wire)
and check for shorts on that wire to ground (lamps pulled right side to do that, lamps read 0 ohms cold)
look for collision damage RF? behind lamp sockets?
be first.

the right side lamp (sidemaker) only blinks turns if parks ARE oFF

When you get vertical lines from the top of the screen to the bottom of the screen, it means you have bad LCD panel, you need the new one. It will get worst with more lines as time goes by.

The out door fan motor is bad. it has three wires the new one has four, a black one a white one and two brown how do i wire up the cap.

the two brown wires go to a capacitor which you should buy new when you buy the motor. they usually cost less than $5.00 and since your motor wires are not the same the capacitor in your a/c may not be the right one for the new motor and it also may be bad.
for the white and black wires they go to the load side of your contactor. it's important that you check the voltage rating on your motor and the a/c to make sure it's the right voltage for your a/c.
usually there's a wiring diagram on your a/c showing the line or power wires coming in to the a/c, they usually go to the contactors line side the opposite side is the load side to wire the motor to.

Blue line down right hand side of screen

If you are confident enough to open screen bezel and take out screen , then the second strap from right of your screen has a bad connection. theses cannot be repaired but as a tempory measure some duct tape across the connections will cure it, else replace the screen.

PT-47WX, Blue streaks across the screen?

It is not a bulb. It is a picture tube. If there are thin blue lines across the entire screen, not just the edges, and the picture itself looks too blue, it means that the blue picture tube is being driven too hard. This could be because the blue screen voltage is too high, the boost voltage on the blue picture tube is too low, or the video output is leaky or shorted. If the picture has what looks like blue arcs and double images on one or more sides of the picture, it means that one of your convergence IC's has burned out and needs to be replaced. These are things that should be tested and serviced by a qualified tech, so allow an experienced tech to handle it for you.
