Sounds like there's a password required to enter before the disk will boot up. You should get that password from whoever sold or gave you the machine.

Write back to me for more help if you need it.

If you are getting a Grey and white screen asking for a BIOS or HDD master password, you'll need to contact Dell Tech support for a Master Password (USA 800-624-9896) confirm you are a authorized user and then you can get a master password. If out of warranty, a fee may be charged. If a HDD password and you are getting a prompt of ***********-595B then the HDD is bad and will need to be replaced

Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
goodluck!

Dell Inspiron 6000 password authentication system password

Go to dell.com and call them they usually have a support number 800 and ask them what it is along with the service tag number to identify your product they will assist you with this. Or go there and type in the service tag number and see what info they have on password authentication passwords. Frankly it is rather a stupid system to have their customers have to go through this, look in the manual as well. Now that I did read the post better I see that it was used when you purchased this dell.
More than likely if you have a way of contacting the owner of this Notebook they should have told you about the password lock when starting the Notebook. If you can do that then do it and remove it and place your own one if you so desire. If you cannot get a hold of the seller again. Then I would install a fresh operating system in it again and that way any junk or stuff installed on the old owners computer is gone and this will make it completely yours.
That is what I do with every computer I purchase as a standard procedure for all my computers. This will remove the password automatically. Just a suggestion skip the hassle and install your own goodies.

Call Dell if it is still under warranty. Once in a while (Rare) the hard drive will suddenly think its password protected this can be caused by a glitch in the system board bios or the hard drive it self.

Dell with the service tag and service code can give you a password to unlock it. Warning If this fails the drive will need to be replaced. As a tech of 12 years I have seen this only one time. The data was not recoverable because the pass-code didn't work.

Bought my dell 6000 inspiron on e-bay, system lockout

well sounds like you may have bought a stolen unit... Thats unfortunate. Without the special "Key" it is impossible to "Crack" these as there is a "Chip" with that information soldered onto the Motherboard, unless the unlock code is provided, they are right it is a door stop. However there are places that for a fee will "unlock" then, you can also get BIOS password "Crackers" perhaps you may like to search for one of these options?
