One suggestion is to use a can of compressed air and blow the air into the small gap between the command dial and the body. That might free up any gunk that has become lodged there.
If it continues you'll have to send it in for service, unfortuately. The good news is that Nikon will clean and tune-up the entire camera, including the sensor. You'll be without your camera for a few weeks, but it should come back good as new.

Hi, The problem with your camera is the power switch under the top cover needs to be repaired Or replaced by a camera repair tec, I have repaired this problem many times, Not a quick fix.

Hello. I have a Nikon and it is a great camera. here is the owner manual for your D70. Go to page 105 and 106 to use the self timer.
