If you can not pull the starter rope, it could mean the engine is seized because of lack of oil. A safety feature on mower is the stop bail at the handle that has to be pulled back in order to release the flywheel brake.
If the cable that connects to stop bail is not pulling this lever on the engine that would keep you from pulling the rope.

There are a lot of answers to this. If we knew the engine make and type and model it would be easier.

Buy some starting fluid and spray some in the carb or air cleaner intake port, if the machine is flooding do not choke while using the starting fluid, make sure you do not have too much oil in the mowwer.

What is the model and type # on the ENGINE, not on the mower? Probably right above the spark plug, assuming it's a Briggs and Stratton.

Starting my petrol mower

depending on age of machine set the throttle to maximum revs, and pull the starter cord but newer models have a primer button located on carburettor which is locked just under air filter (black or red colour) push it three times( you should hear it inject fuel) and then pull starter cord, some of these engines have a pre-set throttle ,main concern is that if it has not been used for some time you will need to clean carburettor out, replace diaphragm and remember to use fresh fuel(not older than 90 days) this should cure your problem

434 champion starter cable

If this is a normal push mower with a pull start remove the starter housing and inside you wil see the pulley that the rope is contained in. Get the pulley out and remove the old rope. Push the new rope in through a hole and double knot it. Reinstall the pulley and you should see a slot in the pulley that you can pull rope out to wind the spring. With the handle also on you should be able to wind the spring up to a desired tension. Hope this will help a bit. Donnyb60
