Daewoo monitor F257 not working - no pic...

Have a Daewoo computer monitor model # F257-A. When I turn computer on, nothing comes up on the screen. The green light is blinking on monitor buttons, but no picture/graphics will show. Use windows xp on a dell computer. Could the problem be due to a power outage over the weekend and the computer wasn't shut down or logged off properly? Is it fixable?
