Question about Mitsubishi WS-65819 TV
This issue is most likely due to a failure in the power supply itself, or in the horizontal scan amplifier, or high voltage section. A failure in the vertical amplifier can also cause an overload back to the power supply as well, depending on the nature of the failure. The whole power supply board should also be checked for cold solder joints, bulged/swollen capacitors by someone who has electrical expertise and know how to solder/re-solder components as these units have high voltages even when switched off.
