TV does not power on. Shows no signs of "turning over"

When tv is plugged in shows no power. LED lights on front do no light up, nor does tv show signs of receiving any power. I have checked four of the replaceable fuses and they are all in good shape and are the ones that voltage and amps all match up. Any help would be greatly appreciated!

I have left the tv unplugged for over 5 minutes and have been unable to get it tun on or get any response. I checked all the caps and have seen no visible bulges or leakage. I am checking the set for a friend and he thinks he might have replaced the power supply, and only had a few hours on the set before it went out again. Since the home is seldom used that warranty period for the work has already passed. When I was going through the set I was able to see the leftovers of some old resistors and insulation from the previous board and was unable to find anything that it came off of. I can get replacement boards that are refurbs but at this point it is hard for me to recommend replacement. I have been unable to test the power cord as of yet but it is not showing any visible signs of damage. The power outlet and surge strip both work. It is also in a seldom used home and the ac is not always left on, is it possible for the texas heat to cause issues? Thanks in advance

Can you power something else from the same receptacle for example a lamp?If yes then I would suggest that the power supply in the TV is kaput

Can you measure the voltage at the AC power cord input? (110VAC) Usually yo at least hear arelay click or the set try to start and the go to shut down
I would start by measuring for ac and then see if you have any regulated DC supplies

Read below and decide if you want to tackle the problem yourself if so I’ll help along the way with what info I have. If not contact the nearest repair shop armed with the info below.

A dead set (no picture no sound) can indicate any number of problems – Usually the set is in shutdown or protection mode – this means that the internal circuits have detected a problem with a supply voltage missing, drawing too much current, going over voltage or a short condition.
The first thing to do is power off the set unplug it for 5min. than replug and try again. This in effect resets the main micro and will sometime unlatch a fault and resume working. There are certain common problems based on the make model – for instance convergence output IC’s(CRT projection TV’s) can cause a dead set symptom in many models. Vertical output IC failure can also cause the same symptom (CRT standard and Projection).
The only way to determine the real cause is :
By an educated guess based on experience or by directly troubleshooting the set – checking fuses, measuring voltages and checking for shorts. Many of the intermittent problems such as, int.(Intermittent) no sound or picture, int. picture shrunken or misshaped. These problems are generally due to cold (bad) solder joints (all TV’s and electronics) that break down under slight temperature changes or vibration and are usually verified by physically tapping the suspected area on the circuit board, or by quickly heating or cooling a suspected component or area ( cold spray and hot air gun). The other main culprit is leaky or dried out capacitors or capacitors that change value depending on temperature. These can sometimes be seen as bulged or leaky and have an acrid odour.

Yes the heat does play a role but TV's are built in consideration of these temperature ranges. more trouble shooting with ameter and possibly diagram is in order.
