it looks like you did not flash your phone properly. Flash it again and be sure to choose rsrc2 file with "low" text in filename.
If you did not flash your phone yet then flash it. It will solve your issue.

This has your answer. Seems you may have been trying to root your phone or have messed around with some settings or just unlucky. You will need to try to reset it, re-flash it (this means downloading software to the phone, usually using a PC, or take it back, especially if you have a warranty or insurance. Hope this helps.
