Hi bubba
You have a blockage between the toilet and the septic tank or drain that is causing the water to flow into the tub

Hello all, There is a awful sewer smell coming from my bath tub, it leave some type of brownish film over the drain almost up to the spout, it fumes or what ever it is also burns my eyes some, I don't know...

Sounds like a septic back-up...if indeed you have a septic tank. This could happen very easily--just from flushing a tampon or cigarette ****. Also certain types of trees have a rapidly growing root system that does nothing but head for the nearest water source, growing and entwining into a septic tank, clogging it up.
If this is the case, call a plumber to get it unclogged, then get some root kill and enzymes to flush down the toilet every couple of months.

On my eljer toilet, I get continuous running of the water. If I shut valve off and pump the tank, the running stops (but only for a week or so). Suggestions? model 150-403 power flush pf/2

I don't know what you mean by "pumping" the tank. If the toilet runs, then either the fill valve is defective or the seal on the flush valve is defective. First, check to see that when you move the float, the toilet stops running. If it does not, then replace the fill valve. If it does, then inspect/replace the seal on the flush mechanism at the bottom of the tank. If this seal is bad, you can usually see water continuously flowing (slowly) into the bowl. You will see ripples on the surface of the water in the bowl.

My Eljer toilet does not always flush completely. It is approximately 20 years old. I don't believe that it is a venting problem. I have dismounted, inspected and remounted the toilet and found nothing...

Not being a plumber by trade I don't want to bad mouth what your plumber had to say but there may be other things to consider.
If the toilet does not flush directly into the main drain there is the possibilty that the coupling between the main drain and the toilet drain is under-sized which could cause reduced water flow and your toilet not flushing completely.

Increase water in toilet tank-low flush Toto toilet

Yes adjust the float level to raise the amount of water in the tank, If you have a float that is a ball around the tank you will have to turn the water off and remove the hose from the tank and remove the nut then pull the water float device out and you will see a clap on the bottom of the float you will turn the float base so that it gets longer, increase it by two inchess so that you increase water flow. Reinstall into the tank hook it all back up and leave the lid off turn on the water and watch the water level rise be sure the float shuts the water off before it over flows, if it starts to over flow then fush it to bring the water down giving you enought time to shut off the water valve.
There is a problem adding low water systems to older septic systems. The septic pipe settles in the ground over time and may cause a ~~~ in the pipe thus causeing blockage. For future reference you can add a one gallon bottle of water in the tank like a milk jug or a used up bottle of puerified water that you have drank and this will decrease it by one gallon per flush. Hope this helps. If you need more asstance just posttothis reply!

Toilet wont flush completely. it may take 4 times or more to flush solids. i at first thought this was related to heavy rains we had been receiving in the area over a period of about 4 months. 2 days...

there is no air release. the vent must be clogged somewhere. you can take a hose up there and see if it drains all the way or floods over. since the tub drain has a trap and the toilet itself is a trap, there has to bee a good amount of air pressure coming up without a release. i would say an obstruction. possibly at the junction of the main and the vent.

I've never had a problem with Eljer toilets. Try adjusting the fill valve so that it allows more water to enter the tank (if you're over the flush valve, install a coupler made from PVC around the neck of the flush valve- inside diameter of the coupler needs to be the same as the outside diameter of the flush valve filler neck).
