This is a brand new phone not yet activated or

This is a brand new SAMSUNG SCH I830 phone, not yet activated or used. Whatever I do the phone does not come on. The phone boots up fine; all functions excepting the phone work great. The phone ICON has an X mark and the flight mode is off. When I click the phone ICON I get a message "The phone is currently off. Do you want the phone ON?" I click yes and NOTHING happens. Hard and soft resets have not helped.

Please Help
