Question about IBM ThinkPad 600E 2645 Notebook
Error 19990301 on a Thinkpad 600 usually indicates that the hard drive is not properly connected, and error code 19990305 signifies "no bootable device". So, it's the hard drive.
First of all, I would try removing and replacing the drive to see if that cures it. You can get the service manual from Lenovo at http://www-307.ibm.com/pc/support/site.wss/document.do?lndocid=LWIK-3SYPX2
If this doesn't fix it, the hard drive is faulty. However, small size hard drives (10 or 20Gb) which suit these older machines are very cheap on eBay.

I just had the same PROBLEM with my IBM 2645 not booting up properly... There is a 3 volt battery under neath where the RAM is.. Just to the right of the RAM chips you will see a Red and Black wire. Unplug it and pull out the battery. Test it for 3 Volts. If you have never changed that battery out, that battery runs your CMOS bootup stage... The batteries last around 7 to 10 yrs. You may have to reboot a couple of times before it starts up properly.

IBM Thinkpad error code 19990301 is a Hard-Disk sector problem. Basically your hard-drive is faulty and you need to replace it. This is why it wont boot; because the area of the hard-drive that stores data is damaged.
