Either or do one of two things if the motor runs pretty well Start the engine and run it full throttle. Once there if it has a high speed jet turn the screw in to start with until the engine stumbles a bit and then turn it back about a half turn. When you turn it in you should here the engine peak out. .If it is blowing black smoke out the exhaust it means the high speed screw is to far out so turn it in until it smooths out.If the engine smooths out then you have cured the problem. if the starter rope fails to retract, then you need to either fix a broken spring, or put a new one in. You'll have to take the engine cover off, and you'll be able to see how to take apart the retractor assembly. Often times, just the end of the spring will break off, and if you have a grinder, you can grind the correct shape in it again, and reinstall it as is.

It could be the linkage, but the most likely problem is the throttle has gummed up in the idle position. Put thin oil or spray carburetor cleaner on throttle and move it back and forth to work it loose. I've seen it many times after an engine sits for awhile.

You can look up the air filter with the model number and order it over the internet from a website such as partstree.com, but there are others. Or, you can get the model number and go to your local small engine repair and parts shop. Mine had it on the shelf. If your chipper/shredder is like my 8 HP Craftsman with a Tecumseh engine, then as you are looking at the engine, look on the left side of the shroud or cover and way down low on the curved portion is a label with the model number on it.
