First guess: thermosensor. This is a black item the size of a dime and 3/8 inch thick located on the wall of the oven inside the pad area. Test for continuity. There may be more than one fuse involved. Some of these units have weak relays (tell me about it!). You can replace the heat relay with a 12 automotive relay if you're good...if not, you'll have to replace the board.
I did two relays...and then needed a new board for other reasons on my own unit. Rebuilt boards are available online.

Clean the Board with a warm cloth as some cleaning detergents affect the keyboard. second- if food has ever been burnt in microwave, thus leaving a "stained" or odor while being used. Microwave repair can be dangerous! You must unplug the microwave before attempting to repair it because they use very high voltage on certain internal parts. After the microwave is unplugged you must also discharge the capacitor before servicing because the high voltage that the microwave operates on is stored in the capacitor. To manually discharge the capacitor, place an insulted handle screwdriver between the diode connection of the capacitor and ground. It should discharge itself but always discharge it manually!
remove sides to microwave(most slide after screws are removed/set unit on stool to remove) when sides are off use a warm cloth with no detergent to wipe off parts and fan blower. If unit is still not working with clening off residue from componets, then the megatron on the unit is bad. This part cost around $100 for most. here is a link to video removing the sides and megatron http://www.appliance-repair-it.com/GE-spacemaker-microwave.html

If no heat is the problem....change the diode on the capacitor...its probably shot..cost ya about 30-40 bucks

I did research and found out that the GE Magetetron (sp) are notorious for going bad. I called and it was still under warranty - 10 years, but i needed to pay for labor. That ran me $180. The part was $125 but would have taken my time to install, plus I didn't want to deal discharging the capacitor.
