To clear the message press [CLEAR]
If calculator shows message after you turn it [ON], it may be due to drained backup battery. If you have to change it make sure you have main batteries in and in good state, and installed.
If calculator appears frozen, press [2nd] [QUIT] to interrupt what it is doing.
I see you do not have the latest ROM (OS). You should download the latest ROM (1.19) and install it.
Use
the education.ti.com link to download the TIConnect software. Install
it on your computer. Run the TIConnect software. Connect the calculator
to a computer (USB cable or TISilverLink cable or TI Graphlink black
cable). Press the ON button, do not worry if you do not see anything on
screen (contrast may be too light).
In TIConnect main window, click
the TI Device info button. The software will try to detect the
calculator. If the answer is NOT FOUND on any of the ports, click the
communication settings at the bottom of the window.
Select Device: enter you calculator model
Select Cable: SilverLink, USB,
Select port : USB1 or COMx
and click OK. The TI connect software will give you some messages if communications with calculator cannot be established.
If you establish communications with the calculator, press the Update button in TIConnect main window. Install OS directly to the calculator. You may update other installed applications.
If you cannot communicate with calculator with the computer try to update by cal-to-calc connection with a working calculator/

Please be prepared to re-install the calculator's OS if you run through this process.
If you have a straight Ti 83 without the Plus or, Silver Edition label goto (Procedure 2) below. If your Ti calculator is a Ti 83 Plus or better goto (Procedure 1).
(Procedure 1). Try a new set of AAA batteries. Remove one of the AAA batteries. Press and hold the [CLEAR] key. While holding [CLEAR], reinsert the AAA battery and then turn the calculator on. The calculator should display the message "RAM Cleared". Release the [CLEAR] key and, then press [CLEAR] one more time to remove the message. Remove one of the AAA batteries. Press and hold the [DEL] key. While holding [DEL], reinsert the AAA battery and then turn the calculator on. The calculator should display "Waiting...Please install calculator software now". Follow the instructions for the TI-83 family or TI-84 Plus family to reinstall the calculator operating system. Try a new set of AAA batteries. Remove one of the AAA batteries. Press and hold the [ON] key for 20 seconds. Reinsert the AAA battery and then turn the calculator on.
(Procedure 2).
~Connect the TI Connectivity cable between the PC and the calculator.
~Click on Start >> Programs >> TI Tools >> TI Connect >> TI OSDownloader
~Follow the on-screen directions to reinstall the calculator's OS. If you could not install the new OS on your calculator goto step 4.
For a straight Ti 83 without the Plus or, Silver Edition label try the procedure below.
