Question about Kodak EasyShare V610 Digital Camera
The lens is unable to open or retract.

Listen to the camera, is the motor trying to extend or retract the lens? if so, the lens mechanism is stuck, gently try helping it while its attempting to close or open.
people have been smacking / hitting their cameras to get it unstuck.
IF those things don't help, you would have to take the camera apart, and look into the lens issue, and possibly take apart the lens mechanism / assembly.
Possible causes, could be sand etc foreign objects inside, or the mechanism is simply jammed.
