Dell c610 will not turn on

Forgeet the CMOS battery, worthless exercise. Most likely from what you describe it is a bad motherboard, and on a system that old I'd say replace not repair. If you want to fix it, mothebroards are $50 to 100 for that model on EBay

Dell C610 won't power up

There are three things that generally cause this on the Dell systems. The two most common are the battery and the memory. Start by removing the battery and powering on the adapter only. Then remove the memory and try each chip one at a time in each slot. If neither of these work, then the problem is most likely a failed component in the power management system on the motherboard. I've dealt with many of these models that have a fialed PM system, and have found that motherboard replacement is the best option, and in some cases the only option. You can have a shop take a look at it, but you will probably get the same answer.
