With power off, hold down 'control' and 'shift' keys, then turn laptop on. While holding those down tap the 'esc' key immediately. 'control'+'shift'+'esc' should get you the BIOS. Does on mine anyhow...exact same model.

Can not factory restore my latoshiba satellite a15 s127 laptop

Hi

try this it may help

when pressing the power on key also press the F8 key a couple of times
some laptops are F10 some are F12 some are zero Keep trying the top row of keys
some laptops even require you to press Alt plus the F8/F10/F12/zero key

hopefully if it works it should take you into the factory restore option
then follow the onscreen instructions

good luck

Wont accept new windows system. harddrive has

If the issue is getting the OS into the drive, see if you can access the BIOS and see if the hard drive can be detected. If it is not detected you may have a bad disk.
