I bought a Manfrotto 3047 Head on eBay and the seller does not have the instruction manual. I managed to remove the quick release plate, attach it to my camera and now I am trying to reattach the plate back on the head, but it is wobbling. How does the 2-piece attachment mechanism work?

the quick release plate, that you are calling the "mount piece" will just snap onto the head of the tripod - if you aren't sure, a good way is to take off the QR plate from the camera, and then, with the screw threads face up, see how it fits into the head - many times, you have to engage the spring lever, so when you set the plate inside the head, it will snap locked into place. Then, re-mount it on your camera, and do the same thing, and there ya go.
To get the camera to secure properly to the release plate make sure that the bolt is screwed entirely into the camera bottom and then there should be a larger knob that rotates around the bolt that tightens down to the camera body. What I do to get a really tight fit is point the arrow on the bottom of the release plate labeled lens (that arrow when properly mounted should be pointed towards the front of the lens) to a 45 degree angle to the left of the lens, then I snug down the knob, and then I grab the release plate and turn it until the lens arrow is aligned with the front of the lens. As far as quick releaseing the camera from the legs when secured on the release plate you should be able to pull the lever away from the head and it should simply release the camera with the plate attached.
The little brass arm is supposed to be a safety switch. In one position the release lever bumps into the brass are and will not turn so the quick release willnot come off. In the other position the brass arm is away from the lever so it swings freely and the quick release plate will come off. With the brass arm open the quick release lever shoulde lock open until you push the quick releae in place. If none of this seem to work on your head, you may be missing parts.
